ProjX LLC: Public Private Partnership for the NHS CAPIO HEALTHCARE LIMITED (a Swedish company registered in England) for the British National Health Services of England 3 and 1/2 years of extensive and varied Owner Advocacy conducted from the Nashville Location with an operating satellite set in Bedford, Bedfordshire, England near the regional offices of CAPIO.
Scope:
Our first Contract involved extensive Needs Analysis and Bid Preparation. The British Government had established volumes of work to outsource out of the National Health System and into Private Provision so that they might cut waiting times; add more choice for patients; and innovation in the health delivery in designated geographies. Over the duration of 2 years we prepared detailed analysis on how to deliver services and what facilities would be required for delivery of such services. Of the initial 33 facilities (locations) granted in the initial program (outside the eye and cataract program) 11 were award to CAPIO, the largest award by a significant margin.

* Space Program Narratives and Scope of Work Determination
* Site Location Analysis
* Plant and Cost Analysis
* Operational and Staffing Studies
* Block Diagramming and Conceptual Studies
* Preliminary Planning Authority and Estate Authority Oversight
* Developing Appropriate Delivery Schedules and Budget
* Assistance with Bid preparations
Scope:
Once the bids were awarded we received a call about our successes and were asked to extend our services into a roll-out program management Contract with CAPIO. In this contract we delivered 11 sites complete with Equipment and staffing within a span of 2 and ½ years. 8 of the 11 sites were new build facilities and two of the new builds were fully licensed hospitals. We delivered 29 surgical centers, extending from Newcastle near the Scottish border to Bodmin in Cornwall.

The services included and extended to CAPIO from our second contract were:
* Assistance with engaging Designer; Quantity Surveyor; Estate Consultants; and Construction Manager
* Site Assessment Verifications
* Design Program and Drawing Verifications
* Value Engineering Oversight Including with Design Reviews and Construction Feasibility Recommendations
* Monitoring the master Project Delivery Schedule and Budget
* Governmental Required Presentations and Update
* CAPIO Staff Training Sessions for Facility In-service
* Involvement in the In-service and Commissioning Process
* Assist the Owner with Regular Construction Administration Activities
At this time we are happy to say all facilities are up and running smoothly and are being modeled by others in locations across the UK. 10 of the 11 facilities are already operating in the black for Ramsey Health Care who purchased the entire entity from CAPIO approximately one year ago.

Budget and Schedule:
The free-standing Surgical Centers were all originally budgeted for construction ranging from £ 1,400,000 to £ 1,900,000 ($1.99 per £ 1.00 2 April 2008) and total project running from £ 4,200,000 to £ 7,100,000 all of the freestanding centers, except one were delivered at or under total construction budget the schedules varied greatly due to the governmental requirements and sign-offs.
The two hospitals we originally budgeted for construction at £ 11 million and at £14.5 million each. These hospitals were directed by the government to make substantial scope adjustments which were well documented and approved by all parties. This required the original budget to be adjusted and approved as the project progressed. These schedules were varied greatly due to NHS Hospital input and governmental requirements for sign-off.
